Training Description
The presentation will focus on an overview of legal rights for students with disabilities in public education and information on the services provided by Three Rivers Legal Services.
Training Objectives
- The attendees will learn the differences in the protections between the Individuals with Disabilities in Education Act (IDEA), the Americans with Disabilities Act (ADA), and Section 504 of the Rehabilitation Act (504).
- The attendees will understand the eligibility criteria for an individualized education plan (IEP) and a 504 Plan.
- The attendees will understand what a free and appropriate public education (FAPE) is and how to enforce that right.

About the Presenter
Wendy West
Staff Attorney
Three Rivers Legal Services, Inc.
Wendy West has a Juris Doctorate, an MS in Education Law, a BS in Elementary Education, and an AA in Journalism. Ms. West is licensed to practice law in Florida and admitted to all federal and state courts within Florida, including the 11th Circuit Court of Appeals. Additionally, Ms. West is experienced in administrative law and has represented clients in administrative proceedings through the Division of Administrative Hearings (DOAH). Ms. West’s primary practice area is special education law. Ms. West is also an adjunct professor of law at Nova Southeastern University’s Shepard Broad College of Law. Before becoming an attorney, Ms. West was a Florida-certified teacher who taught all grades from kindergarten to eighth.
